Des informations sur la navigation sur le Danube

Voici de nouvelles informations glanées suite aux rendez-vous avec les “harbour masters”(chefs de capitaineries en français ?) de Giurgiu (Roumanie), Rousse (Bulgarie) et Belgrade (Serbie) par Eve, du Collectif MU, les organisateur du projet "Danube".

Les "éclaireurs" vont demain à Vukovar.

La personne qui va s’occuper de nous à Belgrade (un agent fluvial), va envoyer demain les coordonnées de ses confrères en Croatie, Hongrie et Slovaquie. Il va s’occuper de nous sur tout le territoire serbe (à l’aller et au retour) , Eve l’a rencontré avec une personne serbe qui possède un bateau de plaisance à Belgrade. Il parle anglais et français.

Vous trouverez ci-dessous un compte rendu de chacun de ces rendez-vous avec des professionnels du Danube. Par contre tout est en anglais car nous partageons ces informations avec nos partenaires artistiques roumains (Mihaela et Cosmin de l’association Rokolectiv) et bulgares (Tsveta de Arena Media et Timo de la “Canetti house”).

En bref, tout se passe bien. Nous avons des emplacements assurés à Giurgiu, Rousse et Belgrade aux bonnes périodes de juillet, et nous sommes confiants pour la suite. Les gens sont très gentils et intéressés par le projet. Les mairies de ces 3 villes sont impliquées dans le projet également.

Une info importante obtenue aujourd’hui :
Prix du gasoil en Serbie 1200 €/tonne (!)
En Roumanie 650 €/T
En Croatie 700 €/T

Bulgaria

Meeting with M. Nicolai Dontchev, deputy director of Maritime Administration in Rousse

- ok for boat Ange-Gabriel docking at ponton number 6 from 14 to 21 july 08.
Ponton 6 has electricity, water is just nearby on the next ponton.

- no taxes if the boat is pleasure navigation (must be officially mentioned on the boat documents)

- in each port in Bulgaria, the captain must fill the “general declaration” (description of the boat)
- ok to have public on board if respect of the legislation of the boat (40 persons maximum, to be confirmed)

- need to call the harbour 24h before the boat arrival (on july 13th) to confirm the docking,

- during the week in Rousse, the boat can freely move from the ponton and come back (to go to Giurgiu for example), but the captain must advise the harbour chief,

- procedure to go and come back from Bulgaria (Rousse) to Romania (Giurgiu) :
As we are not in Schengen area, there is each time a border control. Before leaving the ponton, the captain must advise the harbour, then one custom agent will proceed to the passengers passports control. He ‘ll give authorization to passengers and boat to leave Bulgaria.
Arriving to Giurgiu, captain need to call the harbour in Giurgiu to proceed to border control while docking in Romania.

- customs and border control have to be done in the last port stop before leaving Bulgaria (for example before Serbia)

- it is possible to navigate during the night

Ok to dock the boat on July 18th

Sulina :

Between Tulcea and Sulina, the captain need to navigate with a local pilot or guide, as the Danube Delta is a protected and restricted area.

From Sulina to the Delta, Ange-Gabriel can’t navigate. We need to hire small boats.


>> Proposal for boat departure organization :

July 6 : Boat docking in Tulcea >> arrival of the artists and the team from Bucarest by car/mini-bus,
July 7 : departure to Sulina with a local pilot.
July 7-8-9 : boat docking in Sulina
July 8 : small boats hiring for Delta excursions
July 9 : departure to Tulcea with pilot, and then to Giurgiu (for arrival on July 14)

Belgrade

No taxes for pleasure navigation

Police & custom formalities at the entrance of the country (passports obligatory for all passengers)
“Custom manifest” to fill up for material on board (computers etc...)

Before leaving Serbian territory “outgoing revision” formality

One week docking in Belgrade = between 50 to 100 € + ship agency fees = 50 €

While we are out of border zone in Belgrade, passengers and public can freely enter the boat.
If we are inside the border zone (in case we can’t get a special authorization, each person of the public will have to pay 6€ to enter the zone & get to the boat.)

De notre côté en Belgique nous avons reçu des information très intéressante sur la navigation sur le Danube de la part de Gérard Bachy qui a navigué sur le Danube et qui a tenu un super blog sur ce magnifique voyage - (http://troll.bachy.net). La semaine prochaine, nous rencontrons Pierre Verberght - (http://www.verberght.be) - qui a piloté des bateaux de croisières sur le Danube et qui a réalisé des cartes de navigation fluviale très précise de tout le parcours. En voici en exemple :



Le projet prend corps, l'excitation monte en même temps que la pression du temps qui nous rapproche chaque jour un peu plus du départ... Plus qu'une vingtaine de jours !
